Hank is great because hes kind of the 'jerry seinfeld' of the show; mr sensible (aside from his own quirks) and neutral example to make everyone else around him seem so rridiculous. My personal favorite of the show is Peggy though. Amazing character, so well written. I never stop shaking me head and keking with the bs she comes out with. But despite her delusion, shes still a really strong character whos drives the most entertaining plots.

Dale's house probably had one because he is paranoid.
The reason a house would have a basement is to give further stability to the structure and to provide a place of refuge during a wind storm or similar disaster. We get a lot of flooding and our soil is pretty loose so having even further support underground really helps. Also it's like having a second garage AND you can put your unsightly water heater and washer/dryer down there.
Here in Minnesota every house has a basement, with a very VERY small amount of deviance from this (literally every house I have been inside of in my state, in my whole life, has had one). Trailer parks here have shelters and stuff.

Agreed he's definitely nothing big but he still fits into the show pretty smoothly when you're watching through the series. He's no Kahn or Buck Strickland or any of the main cast, Peggy's above him too he's stepping into a tough situation but for what he is he's pretty ok. I just don't get the full on hate Lucky meme
