Cap held his own against Loki when they first met and Ultron in his Vibranium body
he's definitely skilled and experienced enough to take on Jessica who has no training and has been in one real fight in her life, she just relies on shoving people hard
Cap is in peak human condition all of the time.
He's about as strong or nimble as a normal human could potentially be, but doesn't tire unless under a lot of duress.
He's also trained and the more experienced of the two.
Jessica however can lift cars, break locks with her bare hands and leap between places in an old school superman style. She isn't invulnerable, but she can take a lot of beating beyond human capacity and recover from them quicker. She's not trained however, and used to constantly keep her powers in check as to not cause unwanted attention or killing people with her punches.
Tough call. In a sparring match or a fight to a stand still, I think Cap has the advantage due to training and experience, but if Jessica got the drop on him with intention of killing him, she very well could.

When it comes to "Who would win" scenarios against Cap, as long as its a fist fight and the other guy isn't Hulk-tier, Cap should win.
Spidey should realistically beat every street level character like Jessica in a fight, but Spidey can very easily get his shit stomped if he doesn't bring his A game against Captain America.

Jessica is stronger, but in the series she is a terrible fighter.
Comic book Jessica Jones is somewhere in the 15 to 25 tons lifting strength, while comic Cap probably can't lift more than a ton.
The show Jessica Jones seems to be nowhere near that strong though, while Cap seems to be far stronger than his comic version.
Plus Cap comes with a good weapon and actual fighting skills, so Cap seems the safe bet.

His shield absorbs all the force that collides with it and even if she could life 25 tons, if he kept using his shield and hitting her back, he'd most likely end up winning. The real problem with is that it's not written as well as Daredevil. Jessica Jones makes sense for the first few episodes, plot-wise and character wise, then if falls apart; character motivations are all thrown out the window and pointless sub plots drag on. They should have done the show in 6 or 8 episodes, because they lost focus and clearly had no idea what to do with all that air-time. The show visibly suffers from the mess it turns into.
It's not bad, it's just nowhere near as good and focused as Daredevil.

I'd give it to Cap on the basis of better training. Strength-wise, Jessica might well be stronger (hard to say, she never seemed like she was approaching her limits), but she's not especially durable and both essentially untrained and fairly drunk most of the time.
