if you look at them as adaptations sure, but if you compare which conveys a more powerful story. Shining film defeats the book for being more emotional and generally haunting. The book is far more super natural and absurd. The film is just more potent at what it does. It doesn't matter if it's not a good adaptation, the movie is better.
That's the case with a lot of Kings work. King often focuses too much on one character and it makes for a weaker experience than if a film explores more than one.

I think some of the change FD made to the novella when he adapted it for the screen made for a more powerful work (i.e. Tommy hearing from his cellmate bragging that he killed Andy's wife and her lover, as opposed to some "rich lawyer's wife" and a golfer; Tommy being killed by the warden instead of being moved to another prison).
Those little changes add to Andy's transformation over the course of the story and provide more emotional impact to the audience, which (imho) makes for a stronger story.
