He was definitely happy during episode 3. That was the peak of his life, all of his machinations coming to fruition all at once.
It was all downhill after that, though. He finally had the whole galaxy in the palm of his hand, but after the honeymoon was over, it was just a lot of paperwork and formality. No more challenges, no more conspiracies. That's why he kept egging Luke and the Rebels on instead of just wiping them out.
