it's very talk-heavy but not in the same way as pt.1 imo. There's too much looking at maps, planning routes and talking to Peeta. How many times did that need to happen? We get it, he's DAMAGED.

Ender's Game is totally underrated for the same reason. It deals with complex ideologies behind war more than the bullshit action sequences. And that turned a lot of people off.
