Roddenberry post-S2 TOS was a hack who lived off fan interpretations of him. TMP almost killed Trek for the third time, despite its popularity. Paramount knew in advance S1 of TNG was garbage, and put Rick Berman as co-executive producer so that, when TNG crashed and burned hard like it inevitably would, they could get rid of both him and Roddenberry once and for all. Patrick Stewart didn't get a permanent place in LA for a while because he figured he would be going back home any day now.
I guess they didn't realize that Trek fans, especially back then, would literally eat Gene's feces if given the chance.
