One side of me wants to pick Mortal Kombat, BUT...Street Fighter is truly so bad it's good. It gets worse and funnier with each viewing.
Mortal Kombat isn't great, it's just an ok film. Nothing really special, but Street Fighter has a unique charm of cringe. Like...they just fucked up, royally. It's like watching a car wreck, or somebody stumbling in a funny way, or maybe even a beheading video.
Street Fighters awfulness is what makes it a better film...if that makes any sense.

The only redeeming thing about the Street Fighter Movie is Raul Julia. The man seemed to realize just how ridiculously bad the movie was, and played it for all he was worth. He was hamming it up gloriously. Street Fighter would never even come close to your "so bad its good" without Raul Julia.

Mortal Kombat is a legit good movie.
Street Fighter was so bad that when I re-watched it I was shocked at how bad it was (unlike MK Annihilation, which was even worse, but I would watch over and over until the day I die).
Raul Julia is greatest, though.
