1996. It's when the decade started devolving into campiness starting with the Spice Girls first single reaching no 1 that year. Also it's when 2D gaming died for awhile with Nintendo being the final entry into the Gen 5 console war thus high quality pixel art was replaced with rudimentary polygons. Also 96 is the year the Simpsons jumped the shark and started to suck.
