He didn't open for NIN...they opened for him.
Which was the problem with that concert...once everyone saw the more popular NIN and found out Bowie wasn't doing his older stuff anymore (as he announced on his Glass Spider tour), they literally walked out. The stands were half empty by the time his set ended, and he didn't even do an encore.
On the plus side, the Bowie set overlapped with NIN, so they did a really awesome version of Scary Monsters...
