Reveres? The film is subtly mocking the system Dredd works for. He sentences a beggar to prison just for existing, he runs in and shoots all the bad guys and doesn't solve anything. In fact the judges turning up to the block is what escalates the violence, it's mirroring police heavy-handedness in the real world.
