The original orcs were elves, that's what it means. They reproduced since then.
The first elves were 144 and they woke near Lake Cuiviénen. That was precisely 7500 years before Sauron's fall in the movies (I just made the calculations.. I wonder if anyone else noticed it was exactly 7500 years between these two events, and if it was intended... Third age and Second age have irregular durations so maybe it's coincidental).
Some of these elves were kidnapped by Melkor (he found them before Orome, if I'm not mistaken) and he corrupted them into becoming orcs. That change was probably gradual, the first orcs were probably just mean-looking elves, still as pretty as could be.
