Leia only starts to tap into the force at the end of Empire when she uses it to sense Luke, and even so, Vader only finds out when he senses Luke's connection to her.
So let's say Luke said yes to Vader's offer.
What would Vader report back to the emperor? Would he say that Luke died? I think Sheev would see through that lie easily.
