I don't get the impression that they're being "intentionally half-assed at all". It seems like they're sincerely trying to make the best movie they can with the extremely limited resources available to them as a tiny, indpendent group of filmmakers. The fact that the movie is a knockabout comedy with necessarily low production values doesn't make it "bad on purpose" and it doesn't shield them from criticism. Ultimately the movie is going to succeed or fail on whether it's funny or not.
I think that the low production values is beside the point, because judging from the trailer the writing is going to suck and it doesn't matter if you have $100 or $500,000,000 if the writing fucking sucks.
