The thing is, this is majorly a show issue. The writers focus to much on character that are going to die, just so the audience can have a bigger chock, instead of focusing on the ones that are going to live. In the books, for eg. Rob and Oberin were basically secondary characters, Oberin had only a few scenes, he appeared in 3 chapters, was mentioned in just a few, and was only important in one chapter (the one he dies).
