Fuck up the whole planetary system with a single shot. It's like a bit like imposing sanctions on a country. Sure, the leaders may not care at first but presumably the people of the country would get really angry and tired of their economy getting wrecked.
So replace sanctions with a horrible supernova that someone threatens to unleash just because the Nabooans on the next planet over decide that they don't want to pay their taxes.
