Well Frank is the puppeteer and does the voice, he didn't build the puppet. Stuart Freeborn of Industrial Light & Magic did, while Oz and Henson consulted and Oz contributed to design elements. Its clear however that while despite not being directly involved, the craft and techniques of the Jim Henson company were integral to Yoda.
They didn't have the same benefit it seems for the prequels and it shows.
They fucked the character model up something fierce, most notably with the eyes. Compare Yoda's eyes as a puppet in the prequels compared to the original, and its immediately apparent why it felt so "off".
The one nice thing about the CGI is that it is extremely faithful to the original puppet.
