Manhattan was one the primary reasons war was going to happen in the first place. The Russians feared him and worried about what the US was going to do. Veidt realized that he needed A) Manhattan gone and B) Something to unify the world i.e. a bigger threat.

The war was going to happen. Both Veidt and Manhattan agreed on this.
