His mission was to capture Padme, And I think, while supposedly to force her to sign a treaty, based on Qui-Gon saying he thought she was going to be killed, I think Maul was supposed to kill her to generate outrage in the Senate to get Sheev elected chancellor.
But Padme going to the senate herself generated the outrage and Sheev got elected. At that point the entire Naboo plan was completed for Sheev. If Maul had anything to do on Maul it probably should have been to kill Nute Gunray, or at least make sure he didn't have any recording of Sheev holograms lying around.
