Rush Hour works because it has the goofy Carter with a lot of energy and the serious Lee and as the movie(s) go on, they change to reflect their partner a little. Lee becomes a bit of a goofball, and Carter gets serious when it really counts. But neither of these characters have any "character" to them. Reusing old jokes just shows this openly and clearly that these actors just aren't up for the challenge of making a TV series out of a popular film franchise.
