The only real holes in this is that Jar-Jar didn't mind relinquishing his power over the galactic empire, and that there was no reveal at all.
That said I could easily go on board with the theory that Jar-Jar was originally supposed to fill Dooku's shoes in a plot twist. Clones was the second movie, and George's fondness of poetry paired with the fact that Empire was rife with plot twists would suggest that Clones would've had some twists itself.
Then George petered out after the sheer backlash of Jar-Jar, wrote in Dooku, and ensured that Jar-Jar was as far on the backburner as humanly possible, sweeping the Sith lord idea, if any, under the rug.
Ultimately I feel it's possible that George planned on Jar-Jar going dark, only to backpedal by the second movie.
