They took an 150 episode series, based on Journey To The West, whitewashed a couple of the characters and turned into into a horribly generic action story that had very little to do with the thing it was based on.
Plus, Dragon Ball was incredibly tongue-in-cheek as a series. They try to play it off too seriously. Not to mention the fact that the reason the King Piccolo Saga worked so well was the fact that almost all the villains before him were complete buffoons.
I mean Commander Red was a manlet who was ready to destroy the world just to be made tall. If you play an adaptation straight of a show where that was one of the major plot arcs, it will never work well.
