I think they've gotten worse for sure, but I don't Conan and Colbert were quite as funny as I remember them being.
They are literally only funny when they had comedians as guests.
Only because you focus on failures like Oliver so you can search for horrible opinions to quote.
Even just going by spinoff actors from the Daily Show, Colbert is good and has been good even back when he was on The Daily Show.

Colbert is less funny now because his new show is network (yeah I know he's just taking over an existing show but really, it's effectively a new show since these programs are always 90% about the host)
On Comedy Central he could be edgy and do risky subject matter because it's cable. Now that he's on CBS his writers need to pull their punches and be more family friendly and PC all the time. Also his fake conservative persona was brilliant and it's a shame it's gone forever now

They're actually getting better. although there is some tradeoff. Colbert is infinitely better than Letterman. Conan is better than Leno by a country mile. Kimmel and Fallon also have their moments. Even John Oliver is funnier than Johnny Carson.
