That's because they're fucking stupid. The government gives you a tax break for having kids because they recognize it costs money to raise kids, so they help you out. But since that money is actually a smaller amount than the full annual cost of raising a kid you're still not actually making money off of having them.
There's also something to be said about the fact that people in places without good access to birth control such as condoms will still have sex, resulting in children. Poor people are frequently uneducated and tend not to think about long-term consequences. Government money or not, poor people will always have more kids than those who aren't.
