It doesn't seem like something nietzsche would mean, honestly. The typical cynical position of "wow everything is shit nobody is nice and everything is bullshit life sux" generally recognizes the typical moral values as good(aka "be nice") and the pessimistic outlook it confers is due to the failure of the universe to live up to them. Nietzsche does not hold the "moral" values.

It's much more likely that he's saying that cynicism from "base souls" (christians, democrats, englishmen, etc) is much closer to the true values that they hold(devaluation of the world), i.e they're being honest. "Base souls" means unrefined individuals. If he meant what you think he meant he would have written it like
