Nope, because Roman naming conventions were different from our own, Atia was her Praenomen (or personal name), which would be ued by her friends. But in Ancient Rome, there were very few different Praenomens, hence why you got so many people named Gaius, Lucius, Marcus, etc.
So, to anyone outside of family/friends, the Praenomen would be used with either a Nomen (Last name) or Agnomen (Special name) to differentiate. Since women were rarely awarded with Agnomen, she would have used her Nomen, Julii, so in fact she would have been called Julius Atia, or Atia of the Julii in English.
The actual Atia had a different name altogether, but that's neither here nor there
