His comic origin story/powerset don't fit in the MCU. Red Skull uses the Tesseract/Cosmic Cube on him, then gets some type of upgrade from Wakanda (I think).

The entire point of the military making the jetpack was maneuverability for emergency extractions and getting medics to the wounded.
War Machine isn't as maneuverable as the Iron Man armor and definitely not as maneuverable as the falcon jetpack.
Being Iron Man is like wearing a jet, War Machine is wearing a tank, and Falcon is like a super maneuverable drone with human reflexes. He even has a drone since that ties into his function on the team. Different tools for different jobs anon.
