At some point in production this was the primary piece of Snoke concept art they were looking at, because there were eyewitness descriptions of him looking like that for months. It's just leaked so we have evidence beyond hearsay now.
So at some point, all the guys in charge of Episode VII sat down, looked at the snake man named Snoke, and said "Yeah, this is good." This piece of concept art represents what was considered a solid direction for the movie's central antagonist.
It's a piece of behind-the-scenes content that doesn't paint a pretty picture.
