I would think that any Klingon, regardless of profession, could still handle a weapon and wish to die with honour.
In Enterprise we saw that a Klingon doctor will allow a patient to die unless they can recover fully - to live crippled to be dishonoured. Presumably if the ship were to be attacked the doctors and engineers would take up arms and fight to the death as well.
I don't see why it would be different for a farmer, computer technician, chef, etc. You have your job, and you know how to wield a bat'leth. Many of them would probably die without honour, but as they aren't warriors or part of the big families, I doubt anyone really gives a shit about them.

Medieval culture did not have billions of people living in the same country, neither did it have the technology to arm all the people. It is kind of a big deal. During medieval times the population had little to no way to revolt since there was such an unequality in power between them and these holding the authority. This isn't the case with Klingons. everyone can replicate a bat-leth or a disruptor. And the klingons are proably the last to put some regulation on weapons building or holding.

Three possibilities come to mind.
1. The Klingons defeated the Romulans in a battle and plundered their cloaking device.
2. The Klingons invented the cloaking device and the Romulans stole the design
3. The Klingons and the Romulans both had similar Birds of Prey to each other in TOS (same name and everything) so maybe there was an alliance or something in there.

The general quality of Voyager will definitely be lower than what you're used to, but in the end it's still a Trek show with episodes worth watching. I also found that it was a good way to cope and wean myself off of the series once I finished watching DS9 for the second time since I eventually just didn't want to finish the series.
