In Mexico/Southwest US anyone with even slightly brown hair is called "blonde" or "Guero" which is usually a term of derision.
So his hair would set him apart from all the Mexicans and they would probably call him that.
The real question is why they called Lee Van Cleef's character "angel eyes". In the script they originally wanted Henry Fonda since he had blue eyes and it would be surprising to have an actor who usually plays a hero to be a villain, but Sergio Leone couldn't cast him until "Once Upon a Time in the West" so they went with Lee Van Cleef, who obviously doesn't have blue "Angel Eyes".
