People in modern times choose to stay deaf because they don't want to undergo invasive brain surgery with a possibility of damaging themselves even further or having other complications.
Hearing people just say, "Get a cochlear implant! Give your kids cochlear implants! It's important for them to hear!" But they don't realize that cochlear implants are fucking brain surgery, so doing that to your kid is actually a very risky decision and even when it works they can't hear anything close to perfectly anyway. Plus, if you're 100% deaf a cochlear implant won't do anything, you have to have some small percentage of hearing ability for it to have the chance of working in the first place.
My dad is deaf, my mom is hearing. I grew up around both hearing and deaf people and have seen both sides of this issue. I can also assure you that SJWs have nothing to do with this.

It was a very, very common thought up until like the 80s or so. Doctors would tell the parents of deaf children not to let them learn sign language or else they would never be able to learn English, never be able to communicate with anyone, and have permanent impairment to their basic ability to learn anything.
In the last 20-30 years we've discovered that learning sign language as a child actually improves motor skills, improves communication abilities, and actually makes the child able to more easily learn other languages. All the benefits of being a bilingual child apply to learning sign language, with the bonus of being able to learn and use it before spoken language is a possibility, and it helps you start speaking at an earlier age to boot.
