Because acting it out helped Cumberbatch get into character for the voice.
The animators base some of the animations on the faces and mannerisms Cumberbatch makes when he's in character like this.
Also, this way any movements of the dragon would be reflected in the voice as well when he's moving around, though I doubted the people behind this realized what potential they have with this aspect.
I really don't see a problem with this other than it looks silly behind the curtains.
