For the millionth time since 1977, he wasn't talking about force powers or becoming a voice to talk to Luke. That's when Luke became personally motivated to fight Vader. My evidence is that being a force ghost nets him nothing like you said and in Jedi you fight out Obi-Wan was counting on Luke to kill Vader, he didn't even know about Leia (another thing episode III fucked up).
He was lying, he knew at best he would just become a spooky ghost who could give Luke a pep talk now and again.
