S4 won't have a Trump figure, it will have a Ronald Reagan type villain running against Frank, complete with his own evil Nancy Reagan type wife to fight Claire in the undercard.
They have not yet said WHO will be playing the Republican presidential candidate but Neve Cambell from Party of Five/Scream fame has been cast as Not-Nancy Reagan.

They had to justify Robin Wright being cast by giving her shit to do and making her Frank's equal, where in the book Francis's wife was far more passive-aggressive and doesn't really do much (and her ordering Francis's murder is a TV show invention in the UK).
Also, production schedule means that they won't do Trump until season five. Season four was written/being filmed when Trump was simply a novelty candidate, before he proved he had legs to last.

The problem with the show is that by its very format we know Frank can't lose the election otherwise there's no show. So having another rival like that is lame. At least not-Putin could make demands that Frank couldn't easily worm his way around.

Reagan's campaign was not just cut-throat, it was pure unspeakable evil.
Reagan had Lee Atwaler as his campaign manager. Atwaler CREATED the dirty tricks playbook EVERYONE on the Republican side uses. Karl Rove was his star pupil and has flat out stated every cut throat thing he did for George W Bush, was inspired the teachings of Atwaler.
(How bad was Atwaler? He ended up converting to Catholicism after finding out that he was terminally ill and spent his last months alive begging his victims for forgiveness, because he knew he was going to hell for the evil he did)
Reagan's most famous dirty trick (which to this day, the right flat out refuses to acknowledge) is that he purposely contacted the Ayatollah of Iran in 1980 and basically cut a deal with him to fuck over Jimmy Carter and the Americans the Ayatollah was holding hostage: basically, Reagan got the Ayatollah to personally REFUSE all offers to free the hostages to make Jimmy Carter look bad and help Reagan win the election, with the Ayatollah pledging he would not release the hostages UNTIL AFTER Reagan got sworn in as President.
In exchange for this, Reagan promised to be Iran's secret sugar daddy, culminating the Iran Contra affair.

UK show it was based upon:
> Season 1 - Rise to power
> Season 2 - Being challenged by a rival who is just as powerful
> Season 3 - Securing a legacy and being haunted by all the fucked up things he did to get there
Last season they used Putin character and the woman democratic candidate to have the rival role but it was kind of shit.
Hopefully a Reagan/Trump type strong Republican rival can fill that role.
Last season went to shit because Claire became an irrational baby. They need to fix her if they intend to follow the UK version.
