It would probably take at least a Day of the Doctor-sized budget to make it (doesn't mean I'm against it though). Also, the BBC don't allow writers without previous experience in television on Doctor Who. From what I've heard, RTD had to fight them to be able to hire Shearman.
Honestly, Larry might be blacklisted from BBC Books, but if he managed to suppress his autism long enough to submit something to Titan, or Big Finish (for whom he already wrote a Benny story), or to one of the minor publishers that produce Who spinoff fiction, he could probably get some work. Hell, Jim Mortimore seems to be doing fine self-publishing his books and he isn't as famous as Miles is.
Trouble is, it looks like he simply isn't interested in writing anymore.

Because changing up again is what you should do every year, otherwise you’re just doing the same thing you did last year, and why not just show the same series again? I think it has worked very well. I like it, partly because it has made the episodes unpredictable. Of course, the longer you do it, the more predictable it becomes, but it has made you not quite trust where you are five minutes before the end of an episode, which is what I like.
