I say she didn't tell him less out of some gameplay and more out of her hate for cia. She wrote him last minute and doesn't trust him for shit. She likely doubted if he'd come at all and even after writing was still bugging that they should go ask more showing she wasn't expecting him. She wants to keep cia away from jon because she doesn't want his politicking shit to manipulate him. If jon is aware there could be some help if they'd ask he'd go make a deal with cia and she knows that any deal with cia is gonna burn him back. So she makes the deal herself, can say he never knew of it, and anything owed is owed only from herself, not jon and not winterfell.
I think it's gonna come up. CIA might ask for something from jon but all he'll offer is maybe basic land since he'd never made a deal or promised him shit. Sansa will have to marry him or make a deal with him herself. Maybe kill him in secret and make it seem like the vale just came of their own accord.
I don't think it was so much allowing men to die because she never got a letter back from him confirming he was coming. She had doubts if he'd show at all given how schemy he was and how last time they'd talked she told him to fuck off. But he happened to show up just in time, likely saw her in camp and she led them to the battle.
