A senile old man in a nursing home makes claims that he was once a uncaught serial killer. Initially brushed off, his claims end up being true when a tip from him tha is pushed by a nurse to the police leads to a body from a missing teen from the early 80s. Under interrogation, he leads them to another mass grave in the woods with several more bodies all of young missing women and runways from the early 80s to the late 90s, along with more recent ones. Under further interrogation, he claims to have more bodies up and down the new England area but when confronted about the new ones he says he had a young accomplice years ago he assumed had died but must have never stopped killing after all he taught him. Now to missing persons detectives must interrogate him, as well as former police officers, witness and survivors from decades go piecing together the story in a series of flashbacks to find the other killer

Actually, that sounds kind of cool. His dementia could get worse over time and the protagonists would have to figure out which of the things he's saying are true, and if so, how true.

I think it should lead to something unexpected and much more dark. Like Chinatown, or how season one led to a bizzare pseudo-christian cult.

An aging detective, nearing retirement must cope with both PTSD and a resurgence of ritualistic child murders that bear a striking resemblance to a case that he thought he put to rest.

The story itself goes bounces back and forth between the early 00's and the current time.
The entire series explores the very different racial groups of South Brooklyn and the secrets that they hold. The murders themselves are of children from the massively religious jewish community in Brooklyn and they are quite reluctant to work with police. .
Midway through the series It will be revealed through a massively long (20-30 minute) single take that Det. Harris and Monaghan were about to initially solve the child murders. They are chasing a mysterious man screaming "I tried to stop this" when you see in the backround a plane smacking into the world trade center. The long take scene is the high speed trek through brooklyn to Manhattan, the audience will expect a massively heroic scene to unfold when suddenly Monaghan gets killed just as they are about to enter by some one jumping on them and Harris is frozen as the first tower goes down.
Shia Lebouf is revealed to be a former religious jew whose brother was one off those initially killed by the "Yahweh" killer as he is being named in the present.
Still writing how the end could go in my head...the idea is that the killer knew about 9/11 or some other catastrophe and was trying to prevent it in a sick way by killing kids...the end could be they finally catch him and you just see the whole Manhattan skyline lighting up with him smiling, knowing he tried to stop it.
