I personally don't think it's all that bad but it's certainly the weakest entry.
keep in mind Clerks had a $250,000 budget while this had a $6,000,000 budget.

The government tells the Avengers that every time they get together, entire cities end up getting destroyed.
Iron Man thinks the solution is to put more regulations on what the Avengers can and can't do. Captain America is upset because muh freedoms. So, they fight.
Genuinely one of the best movies I have seen in a long time.
