Why is TV not cozy like it used to be? Was it the transition to HD replacing that warm fuzzy glow with sharp bright florescent lighting? The overall pessimism and sarcasm that's everywhere in today's shows?

TV shows and movies (and most forms of art) are objectively better decade after decade
TV Shows can be considered art, and art reflects the society in which it was made. TV is not cosy any more, because Western society is not cosy any more. In order to answer your question, you'd have to determine what made Western society lose its cosiness in the first place.
Is something like LoGH possible in modern television or is it considered too politically incorrect and heavy-handed?

It was so fucking good until the last 15 minutes when they remembered it was supposed to have aliens in it and shoehorned that bullshit in at the end.
Also it helped that the main girl was a super cute
