Because "being better than the prequels" was considered the bar for success, so anything above that was met positively.
Also don't confuse RT percentage with actual score, as the former is a list of positive reviews, which can vary anywhere from 6 to 10. Star Wars VII was viewed positively by 90-some percent of critics, but has a score of 7ish.
