The public taxi queue at Don Muang can be really long at certain times of the day and if that is the case go straight to one of the private operators. It will cost more of course. Make sure you tell the driver to use the toll ways and if they speak decent English you could offer a tip to go faster (but they already drive like maniacs for the most part).
If you make it to the check-in desk at Suvarnabhumi within 45mins of boarding, then you will make the flight. If it is a full service airline there might even be more wiggle room than that, but I wouldn't count on it.

Bangkok will be hot and humid, Chiang Mai a bit nicer and the smog should be gone or on its way out. Fuck Phuket, just avoid it. Thailand is #2 for road deaths, unless you are used to driving in utter chaos, then avoid it, it's an extra cost you don't need anyways.
Just go to Khao San road in BKK and Zoe in Yellow in Chiang Mai after 10pm and hook up with some tourist, easy as hell.
