I think carnival starts in Catholic countries in mid February, maybe a little earlier this year. I'd look at Andalusia Spain, or former Spanish or Portuguese colonies. Many in the Carribean and Latin America. Biggest carnivals this way are Mardi Gras in New Orleans, Rio Carnival in Brazil, and Trinidad's carnival. But I think every catholic country had them. I know Spain and Italy do out your way
