Is there a cheap location that's warm and has a lot of beaches where's it's easy to start a life near or in a big city
Would prefer something deserty or American but I don't think that's possible

Is South America "American," or do you mean the USA? If the former, look into the area along Colombia's Caribbean coast, if Cartagena is big enough to qualify as a big city.
I'm going to assume you already know that moving to another country is a bit more complicated than to another state, and that you understand that if you have no employable skillz and/or are poor, it may not be easy...

A lot cheaper than living in aforementioned cities.
