There are multiple interpretations but mine is: Lin'an County Official Travel Permit.
The first two are definitely Li'an. The third is likely to be Fu, government.
The last two are open to interpretation but I think travel permit is probably right.
Lin'an is now part of Hangzhou.
You could ask in China general if you want more information. It's probably a replica.
