Maybe I've got a workaround.
Each story is pretty much a semi-self contained segment of time, and by the second or third the world's reached the first World War tier conflict, by which time the fact that the world is somehow hollow is discovered and utilized in fighting the war. I guess the two races could meet each other at some point during this, with the intelligent dinos taking sides and participating in the war maybe.
Who knows? I know this this is trash, but I apologize nonetheless for kind of derailing things.

let me give you something to ponder.
humans as they are have only existed for 2.5 million years, and civilization at all has only been a thing for around 10,000 years. Now, this current period of time, the cenozoic, has only lasted since 65 million years(the KT event), and we've only truly ruled it for what, 2000 years? imagine what those 65 million years would have done on a creature, if they made the jump to sapience and civilization at some point, it must have been extremely close to mankind's rise for them to be anything but unimaginably advanced.
