My personal headcanon is that a lot of the mammals of Zootopia have vastly improved diets from their real-world equivalents, which goes with the increased intelligence. Beavers traditionally eating wood would be a good case to use for that. Compare the calorie value of a burger to the table you sit at to eat it.
There's a Hare Grylls joke to be made about caecotrophs, in a world where rabbits and such don't need to eat grass unless they're going full survivalist, but I don't have the fan art skills to create it and don't want to encourage terrible fetishes.

I think the distinction being made isn't entirely dependent on the diet, so much as the 'equipment'.
Mammals that are equipped with claws/fangs suitable for hunting, and who also eat meat, are classified as predators. Mammals who can eat meat, but are otherwise not as obviously equipped for aggression, probably get a free pass.
Otters don't eat other mammals, as far as I know. They primarily hunt fish. Still, I guess their claws and teeth are dangerous enough to have them classified as preds in Zootopia's world.

You mean Swinton and Canidae? I agree that they're both running along the same lines on most major issues, which begs the question on why they can't come to some sort of arrangement between each other. The main answer to that question, I'd say their backgrounds. Swinton's a self-made pig; She entered politics late in the game, but scored a lot of points with some mammals by entering the scene from outside the established system. Unfortunately, as charming as that makes her, she's also horribly underequipped when it comes to handling the bureaucracy the mayor's office is forced to saddle. Canidae's the more traditional blue-blood sort, with connections in both the private sector, on top of affiliations with older prominent politicians. She can negotiate her way through most branches within and outside the government, but let's face it, she reeks of cronyism and establishment as a result of it. Folks can't seem to decide who they like better...or more aptly, dislike more. Swinton the airhead, or Canidae the witch.
But honestly, I've seen how veteran politicians are like first hand; There's an immense hunger for public position and glamour. Even if both Swinton and Canidae could ever approach each other on neutral ground, and come to some sort of agreement, they'd never agree on who should be the assistant mayor. All the praise and attention's going to be poured on whomever's sitting on the big seat; No prizes for second place in this race.

All I'm saying is "vegetarian" was probably just a way of saying "yeah they don't eat each other anymore."
