Gem Dril made a point of how Steven can only bubble a couple bubbles at once, too. Maybe the workaround to Steven having the ability to uncorrupt gems is that he can only get the full effect at once with a concentrated, single bubble. And it takes a while, and maybe his powers need a long time to recharge too
So he can get Peetle and not worry about the other corrupted gems for a while. And we can't have so many new gems at once until endgame
