They're probably working on new pitches and stuff in the case of season 3 happening.
Yeah, they're probably done with the majority of season 2, but there's no way of us, or them knowing if season 2 will be the last season of the show yet.
If Nick decides to can it at 2 seasons, then the work they put in for the season 3 episodes probably will be thrown in the bin.
If Nick greenlights it for a third season, then they already have a good stockpile of episodes to work with, and won't have to worry about rushing in new ones.
I'm not too sure if that's how the industry works, but It sounds reasonable.

Studios wouldn't keep storyboarders on the clock working on episodes that aren't going to be produced, they'd let them go to find other projects to work on or shuffle them around to other shows between orders (which is how JG Quintel ended up storyboarding a couple of Adventure Time episodes between Flapjack getting canned and RS being picked up, for example). You can find isolated examples of unproduced scripts and storyboards for shows such as Mission Hill or Invader Zim, but those are cases where production was abruptly halted during a season (in IZ's case it was a breach of contract too but Jhonen lacked the willpower or money to go after them). These guys just got a new office and they're actively working on boards, and there's no way any episodes from the previous order from a year ago are still being pitched. As far as I can infer and hope either season two is getting an add-on order (it's possible they only greenlit 13 episodes for the first batch and now they're another 13, it happens quite a bit, Clarence's first season was produced in several different chunks and it shows) or they're making season 3, the decision was probably made during the bomb or right after it and the staff can't tell us until Nick PR announces it.
