There are still intra-nation communications. Jaune is able to call Weiss just fine, the only thing is the Inter-continental issue.
Now, me personally? Maybe not. But if communications go down then by the next day someone from America will have flown to France and vice versa, and then those two will fly back, and we're talking about weeks passing while Ruby recuperates and waits for JNR to show up.
Some fucker who was in Vale, be it in the Government, a refugee, or a tourist there for the tournament, will have been to each nation before the end of the week. And in the more likely case we're actually talking about hundreds of them, some of which are in the Government of those other nations to start with.
