Someone could totally make an RPG based on the premise. Shadowrun tabletop is already a glorious horrible mess of a system; it couldn't possibly get worse for adding Ironclaw to it, and that system already has different sentient mammals of different sizes and a system for how in touch with your inner animal you are.
You know what Zootopia doesn't have? Bats. They're mammals, but they can fly. I guess the ability to fly would break them out of the familiar modern society that Zootopia goes for.

I think there would have been plenty of spaghetti early in their relationship! Then again, it's just one of many ideas flowing around, if 14-15 (which is when you start high school in the US) doesn't feel right, there's always someone around to tweak the AU.
I like the idea of them ending up being together because they are both very much alone, thoug for different reasons: Nick is a fox and Gazelle a foreigner following a dream regarded as childish by her peers.
Also, young Gazelle seems to be too lovable to be alone in her "natural environment", happy childhood would probably make her too similar to Carrots.

Oy vey. Shadowrun's lore is complicated enough with only metahumanity concerned. I can't even begin to think how it would fan out if introduced to Zootopia's setting. I suppose it'd also muddy the social setting; There's enough discrimination subjects going around in Zootopia, with the pred/prey divide in general, and more specific prejudices regarding individual species. Now you've got awakened/mundane as well as technomancer-hysteria thrown in the mix as well.
Nice thought, though. No denying that.
Also, regarding bats, I think there was some mention of bats by Byron & Moore in one of their interview or another, and possibly some concept art regarding their upside-down housing.

I'm a bit biased, but I think Beavers would make decent Dwarves. They're pretty stocky, hard working, and live in fortified stongholds.
The only thing that doesn't fit is that they live out on the water, so if you want to stick with the whole "King under the Mountain" theme of dwarves, you have badgers and possibly armadillos.
Elves? Deer, antelopes, any long-legged and graceful ungulate, really.
Wolverines for orcs might fit. They are ferocious and tough as hell.
Halflings? Uh...Wallabies. They're like kangaroos, but smaller. It fits, I guess?

Ironclaw is already the best system for Zootopia DnD. Broad range of playable mammals, rules for animals of different sizes and different levels of affinity with their animal nature. Apparently it plays pretty well as well, although it's very dated at this point.
It draws the line in the same place as Zootopia. Mammals are intelligent, non-mammal animals are not. There are lizard horse and cow analogs.
No strict elf-dwarf-orc analogs. System doesn't need them.

I think it's more for that they're grazing livestock than that they produce milk. Pretty sure it's strict about that line between mammals and non-mammals. The playable bat thing is interesting, given how much RPGs shy away from letting people play things that can fly.
