Prey and predators live together in Zootopia, but it can be somewhat safe to assume that this was not always the case. In our own world, while there were multi-ethnic territories and nations even in classical times, there were smaller and more ethnically homogeneous cultures as well. So, knowing this, it is not unreasonable to assume there there were mono-species cultures, or single species dominant cultures, in Zootopian history.
So on that note, do you think there were any long lasting rabbit kingdoms, or not? Could such a nation be economically viable? Would such a nation be militarily capable, or would it be soon annexed by a different culture?

I'd say 'fairly' mono-species cultures have and still do exist. Bunnies and other large-scale breeders are the most likely to form such a society.
For Zootopia itself, I sometimes headcanon that while not numerically dominant, wolves basically had a Roman Empire founded on the land at some point. For full grim dark, they even enslaved and bred many ungulates like pigs and sheep, thus why those two animals seem to have their domesticated forms.
on the note of heacanon'd Zootopian history, I also headcanon:

Semi-writer fag here. I have been in these threads for months now, and even contributed a few things anonymously a couple of times. I have had this fan theory for a very long time, and is the only time I legitimately shipped two characters together like this. Probably one of the more autistic things I have done as well, but I have a feeling some here will like this.
I believe Dawn Bellwether and the Ottertons were lovers.
For Emmitt Otterton, it would have been for getting a hold of the Night Howlers since he is a florist. I also think there was something between Dawn and Mrs. Otterton beyond a simple friendship. When Mrs. Otterton leaves Bogo's office after Judy forces herself onto the case, she had only been outside the office door for about twenty seconds before Bogo opens the door again to have Judy say that she was not on the case. We see Mrs Otterton and Dawn holding hands and talking face to face, which would mean that the tww had only enough time to see each other, Dawn to run over, hold hands in greeting, and Otterton to give the good news to Dawn. That is not something a simple acquaintance does with a person who might not have much knowledge of your husband's disappearance. The two had to know each other very well, with Dawn not only having first hand knowledge about the missing otter (which is more clear obviously later in the film) but of Mrs Otterton as well. And once Dawn ensures that Judy is permanently on the case thanks to a phone call to the mayor, the sheep and otter leave together. I even saw Dawn give Mrs Otterton the sexy bedroom eyes before the two walk off screen.
I will continue in the next post in how I think this all comes together.

Now before Judy was even in the police academy, Dawn started to visit the flower shop that Emmmitt worked at. In doing her research, she got to know the otter and soon became friends with both him and his family. Now for the /trash/ part of my mind to add to this. Emmitt is documented in going to the nudist colony just for yoga. This makes it reasonable in thinking that he might be kind of the 'free love' mindset and open to having an open marriage, and that he would marry another otter of the same frame of mind. Thus, Dawn becomes a third lover of the Ottertons in order for her to try to get what she wants while also enjoying having some real friends with benefits.
Dawn did genuinely seem to care for Mrs Otterton in the short time they were shown together. The reason for Emmitt Otterton to become a victim of the Night Howlers was because he knew too much and figured out what was happening with the missing animals, he just did not know Dawn was the master mind. So Dawn had him shot while he was on the way to an unrelated business meeting, to later discover that he had gossiped the information to the limo driver right before he got shot. This is why Manchas knew of the NightHowlers and was also targeted.
Dawn could have also just had Emmitt shot just to remove a possible future problem. Or wanted Mrs Otterton to herself....

For more /trash/y thoughts, I will add that its possible that Judy was invovled in this relationship too. Dawn is there to help ease Mrs Otterton's worries while Emmitt is missing. Then Emmitt and the others are found and Judy passes out the hateraide to all of Zootopia on the news. Now Mrs otterton is having to see her husband acting like a savage animal, and with herbivores looking at her oddly for not only being a predator but for being the wife of one of the predators that went savage. She would of course seek help and council with her friend and lover, Dawn, as well as the rabbit who found her husband. And since Judy is on good speaking terms with the new Mayor and not seeing Nick at this time, she is likely invited to more than one dinner with them to talk about how to deal with Emmitt's condition, as well as the others, while trying to cheer up Mrs Otterton. After a few drinks and feeling lonely, it should not be hard to see Judy being involved with this shipping. This will explain why Judy was there more than once with Mrs otterton in seeing her husband, even being there at the very moment he woke up. This would also add to Dawn being seemingly shocked in Judy quitting the police and leaving the city.

I actually imagined this "Romulan empire" would have accepted other preds but otherwise treated prey as second class citizens at best. Slaves at worst.
But that's fanfiction grade bullshit. And because I like imagining some of the ruins are still down there beneath modern Zootopia, beneath the nocturnal district even... Adventure and treasure still awaits those who would brave the sunken ruins of the mighty empire.
